Chlorine is a flour treatment agent. Chlorinating soft flour is what makes American high-ratio cake possible — a cake carrying more sugar and liquid than flour, which untreated flour cannot hold. The European Union does not permit it, which is one reason cake recipes do not transfer well across the Atlantic.
