Proposed

Everything else on this site is a decision a regulator has made. These are the ones still being asked for: an application sitting on a register, a draft regulation out for comment, a proposed rule. They are collected because a change usually appears here a year or two before it appears anywhere else.

An application is not an authorisation, and a proposal is not a prohibition.Nothing here has legal effect, many applications are withdrawn or refused, and this site does not guess at outcomes. Each entry says what stage the register records and links to it, so the current position can be checked at the source.

Where these come from

The dates mean different things. The FDA gives the date it filed a petition; the Commission's register gives the date a draft was published; Food Standards Australia New Zealand gives the date it published the application. The British register publishes no date for an application at all — its only date is when the register itself was last updated, and that is the same for every entry — so what is shown for Great Britain is that date, not the day the application was made. "Still open" means the register still lists it and no decision has been published as at that date; it is not a statement that a decision is coming.

Applications about food packaging and other food-contact materials are left out: this site covers substances added to food.

Great Britain publishes applications on the Food Standards Agency and Food Standards Scotland register; the European Commission publishes draft regulations in the comitology register and for public comment; the United States publishes proposed rules and petition filings in the Federal Register; Food Standards Australia New Zealand publishes the applications and proposals it has under assessment. Decisions, once made, move to Changes.
